Following the completion of
Strategy 2000, an update of the Downtown Streetscape Master Plan
was needed to update the existing 1989 Streetscape Plan and to
expand the plan into the area covered by Strategy 2000. While
employed by the Redevelopment Agency of the City of San Jose, Martin Flores, Rick's Director of Urban Design & Planning, directed
the Streetscape
Master Plan, which was completed in June 2002. The plan was reviewed
by a City/Agency staff Technical Committee concurrently with
public presentations to gain community input. Mr. Flores made
presentations to the Historic Landmarks Commission, Downtown
Association, and Disability Advisory Commission. The resulting comments from both
the community and the Technical Committee were incorporated,
along with appropriate suggestions, and a final Downtown
Streetscape Master Plan was presented to the City Council/Agency
Board in the fall 2003. The Streetscape Plan will be used as
the basis for publicly funded streetscape projects as well as
a guideline for developers to design and construct off-site improvements
for new development.
