Rick Engineering
Company worked with five agencies
in the North Embarcadero Visionary project. The Plan creates
a unified vision for the North Embarcadero area of San Diego.
The North Embarcadero lies along the waterfront, roughly between
Seaport Village and Lindbergh Field. The five agencies, all
with some control over the area, included the City of San Diego,
the San Diego Unified Port District, the Centre City Development
Corporation (CCDC), the County of San Diego and the U.S. Navy.
The study formulated several planning alternatives, then evaluated
each alternative’s urban design, circulation, environmental,
regulatory and economic factors.
The ability to create
a single vision came only after extensive property, jurisdictional,
infrastructure, circulation and policy inventories, consideration
of financial and political realities, creation of an acceptable
implementaion strategy and extensive public meetings. Rick
Engineering Company and the Rick Urban Design and Planning provided
infrastructure, jurisdictional and policy inventories, proposed
both technical and political strategies and prepared
a step-by-step program for implementing the vision. The plan,
now being executed, includes a reconfigured pedestrian-oriented
waterfront, a traffic management plan, and the clustering of
buildings along Broadway.
